بيــــان :لأجل إجراءت عاجلة لمواجهة الخطر القائم و المستمر لتهالك الخزان النفطي صافر

يبذل المجتمع الدولي عبر الأمم المتحدة، جهودا لمساعدة اليمن والدول المطلة على البحرالأحمر، لتلافي حدوث أكبر كارثة بيئية وإنسانية وإقتصادية في المنطقة، نتيجة لتدهور وضع الخزان النفطي صافر الذي يرسوا في ميناء رأس عيسى بمحافظة الحديدة غرب اليمن. منذ بداية العام 2018م، ظهرت الدعوات لمعالجة وضع الخزان،إلا أنه لم يتم إحراز أي تقدم من ذلك الوقت.

وفي دعوات متكررة من الأمم المتحدة وهيئاتها المختلفة في اليمن، والدول الأعضاء في مجلس الأمن الدولي ومنظمات دولية عديدة، موجهة لجماعة الحوثيين التي تسيطرعلى الخزان منذ 2014 ، للسماح بالوصول للخزان وتقييم وضعه وإنقاذه.

وكما هو الحال في ملفات إنسانية عديدة تمضي الجماعة في استخدام الوضع الخطر للخزان كورقة ضغط على المجتمع الدولي لتحقيق مكاسب سياسية، وتبدي تلكؤا ومراوغة في القبول بالنداءات المتكررة للسماح بوصول الفريق الفني الأممي لتقييم حالة الخزان و مخزونه من النفط الخام، حيث تؤكد هذه النداءات على خطورة وضع الخزان والمخاوف من تسرب النفط المخزن فيه، أو احتراقه والبالغة حمولته حوالي مليون ومائة وستون ألف برميل نفط خام أو ما يعادل 150 الف طن.

وفي بيان الناطق الصحفي بإسم الأمين العام للأمم المتحدة بتاريخ 14 أغسطس، قال فيه " لقد أثارت حادثتا الانفجار في بيروت في الرابع من آب/أغسطس، والتسرب النفطي الخطير الذي حدث مؤخرًا في موريشيوس، ناقوس الخطر ليتنبه العالم لضرورة التيقظ والعمل بشكل عاجل لمنع وقوع خسائر في الأرواح وسبل كسب الرزق طالما يمكن تجنب ذلك". كما سرد هذا البيان المخاطر والآثار المتوقعة لأي تسرب أو حريق في الخزان، حيث قال: "وبالاعتماد على دراسات أجراها خبراء مستقلون أنَّ تحقق خطر التسرب النفطي قد يدمر المنظومات البيئية في البحر الأحمر التي يعتمد عليها قرابة ثلاثين مليون مواطن بمن فيهم مليون و600 ألف يمني. كما سيطال الأثر جميع مصائد الأسماك على طول الساحل اليمني الغربي خلال أيام، مما سيؤدي إلى انهيار المجتمعات المحلية التي تعتمد على الصيد البحري، ومن المقدر أن تكون شواطئ محافظات الحديدة وحجة وتعز الأكثر تضررًا".

كما قد يؤدي حدوث تسرب نفطي إلى إغلاق ميناء الحديدة الحيوي لقرابة ستة أشهر والذي سيؤدي بدوره طبقًا لتقدير الخبراء، إلى ارتفاع في أسعار الوقود في اليمن بنسبة 200 بالمائة يستمر لعدة أشهر، وإلى مضاعفة أسعار الغذاء، وإعاقة وصول المساعدات الإنسانية لملايين اليمنيين. وتتجدد احتمالات حدوث مجاعة بالفعل في ظل الوضع الاقتصادي الصعب الذي يعيشه اليمن. وليس بمقدور اليمن تحمل إغلاق الميناء الأكبر في البلاد بينما تعتمد اعتمادًا شبه كلي عليه في استيراد حاجاتها الأساسية من غذاء ودواء. أما إذا اشتعلت النيران في خزَّان صافر العائم لأي سبب كان، سوف يتعرض أكثر من 8.4 مليون شخص لمستويات مرتفعة من المواد الملوثة.

كما سيؤدي تحقق أيٍ من الأخطار المحيقة بخزان صافر لمعاناة دول أخرى مطلة على البحر الأحمر تتضمن جيبوتي وأريتيريا والسعودية ومصر، كما سيؤثر سلبًا على الحركة التجارية في البحر الأحمر ومضيق باب المندب.

وعليه فإننا الموقعين في هذه البيان نؤكد وندعم توجهات الأمم المتحدة في هذا الجانب. كما أننا:

1. نطالب "أنصار الله" الحوثيين بإعتبارأن الخزان واقع تحت سيطرتهم، السماح الفوري للفريق الفني المكلف من قبل الأمم المتحدة والمتخصصين من طاقم الخزان، بالبدء بعملية التقييم وتحديد التوصيات اللازمة والإسراع في تنفيذها.ونطالبهم بتحديد موقفهم والتعامل في هذا الملف الخطر بجدية ومسؤولية أمام الشعب اليمني وشعوب المنطقة.

2. في حالة بيع النفط المخزون في "صافر" ،فإننا ندعو لتخصيص عائداته لأعمال الإغاثة في تهامة و لرواتب قطاعي الصحة والتعليم عبرأية آلية يتم الإتفاق عليها. كما نطالب الحكومة الشرعية والحوثيين بالتجاوب مع هذا المقترح.

3. نؤكد على عدم ربط موضوع الخزان صافر وحماية حمولته، والملفات الإنسانية الأخرى بقضايا ومكاسب سياسية، ونطالب المجتمع الدولي والأمم المتحدة ببذل كل الجهود لمنع استغلال القضايا الإنسانية والإضرار بها واستخدام المدنيين واستحقاقاتهم كأداة ضغط في الحرب الدائرة.

4. نشدد على مسؤولية المجتمع الدولي والدول الأعضاء بمجلس الأمن والمنظمات البيئية في العالم القيام بدورها لحماية الخزان والحيلولة دون وقوع الكارثة ، وفي حال استمرار الحوثيين بالتلكوء في التعامل مع مخاطر وضع الخزان فإننا نطالب المجتمع الدولي أن يتحمل مسؤوليته لمنع الكارثة.

Statement
Urgent call to save the FSO SAFER oil tanker
The international community via the United Nations has been calling for (i) an urgent technical assessment for FSO SAFER oil tanker to determine the needed actions to neutralize the threat posed by the tanker; and (ii) to make any feasible repairs while on site during the assessment process. SAFER oil tanker moored on Rass Issa port near Hodeidah city west of Yemen. It has not received maintenance since 2015 with alarming report that is rapidly decaying. With 15,0000 tons of crude oil, leakage could cause the one largest environmental disaster in the world according to experts.
Safer oil tanker has been and still under the control of Houthis since 2014. The United Nations, the United Nations Security Council and many international NGOs have repeatedly asked the Houthis to immediately grant access to United Nations technical team access to perform urgently needed assessments & maintenance to the tanker to avoid the looming disaster. However and, like many other humanitarian issues, the Houthis continue to use FSO as a bargaining chip to pressure the international community to succumb to their demands. The Houthis have been giving conflicting messages in response calls to address SAFER tanker threat.
The latest statemen made by the spokesperson for the UN Security Council on the 14th Aug, 2020, is accurate in comparing the potential impact of SAFER leaking to the recent Beirut explosion. He said “The tragic Beirut explosion on 4 August, and the recent alarming oil spill in Mauritius demand the world’s vigilance and urgent action to avert preventable loss of life and livelihoods where possible”.
According to experts, Leakage of SAFER tanker could destroy Red Sea ecosystems on which almost 30 million people depend, including 1.6 million Yemenis. All the fisheries along the Yemeni west coast would be impacted within days and the livelihoods of the fishing communities would collapse. The shores of Hudaydah, Hajjah and Taiz will likely be the worst-hit according to the spokesperson for the UN Security Council.
Furthermore, an oil spill could lead to the closure of the key port of Hodeidah for up to six months. Experts estimate that a six-month closure would increase fuel prices in Yemen by 200 per cent for months, double food prices and hinder the delivery of vital humanitarian aid to millions of Yemenis. At this time of economic hardship, the risk of famine is high. Yemen cannot afford the closure of Hodeidah port as it is almost entirely dependent on imports for its basic needs of food and medicines through the port.
Other Red Sea littoral countries, including Djibouti, Eritrea, Saudi Arabia and Egypt, would suffer as well. A spill could also debilitate one of the world’s busiest commercial shipping routes through the Red Sea, which accounts for about 10 per cent of global trade. However, experts’ research indicates that the vast majority of affected people would be millions of Yemenis along the west coast whose livelihoods would be destroyed and in mainly northern communities away from the coast that rely on Hodeidah port to bring in essential goods.
According to experts, if fire erupts on Safer, more than 8.4 million people would be exposed to harmful levels of pollutants. Overall, the impact of an oil spill from the Safer tanker would cost an estimated $1.5 billion over 25 years.
Therefore, we, the signatories of this statement, confirm and support the directions of the United Nations in this aspect and we also

1. As the FSO Safer Oil Tanker is located in the areas under the control of the Houthis, we call them to immediately allow the technical team assigned by the United Nations to start the evaluation process and any need maintenance. We urge them to show seriousness, and accountability manners dealing with this as urgent issue that threatens Yemenis and other nations bordering the Red Sea.

2. If the stored crude oil is still sellable, we call for allocating its revenues for humanitarian relief in Tehama, to pay the salaries of the health, education sectors etc. The revenues should be spent through a transparent mechanism to be agreed upon by the Houthis and the Yemeni government. We also call on the legitimate government and the Houthis to respond to this proposal ASAP.

3. The issue of SAFER Oil Tanker, its protection and the total quantity of the cargo and the other humanitarian files should be depoliticized. We call on the international community and the United Nations to do their best to prevent the exploitation of humanitarian issues and withholding civilians’ needs and to use them as bargaining chips in political negotiations.

4. We stress that the international community and member states of the United Nations Security Council step up its pressure on the Houthis to allow for UN technical teams to perform the needed evaluations of the tanker and determine what should be done asap to avert the disaster.
